Can I run Elements 12 and CS4 on my laptop without any problems? I have looked for any information on it and can find nothing.

You won't know until you try. Download PSE 12 and run it for a month's free trial. Ought to be enough time to find out if it's working without problems.

As for PSCS4, downloading it won't be a problem, but Adobe won't sell you a number. Do you have a legal source?

Well, then, good, the only problem you might have is if you try to "push" a Raw file from the Elements Camera Raw into the CS4 Camera Raw, I'd say don't do that, otherwise you should be OK!
