IMO it's given the water that smooth, long exposure effect. Other than that the lighting is a little flat (perhaps that was your intent.) It's ok.

Ah thanks! i thought the colour of the rocks were a little weird, i'm colour deficient so i cannot do much in PP with regards to colour.

Actually I feel the colors of the rocks are probably pretty accurate - I've seen them like that on overcast days.

I wonder if this would work as B&W as the colours are quite muted due to the overcast conditions.

Potentially good suggestion there Honey Monster ;). You may also want to consider straightening the verticles on the pier.

Colors look fine, texture is a little weird to me (might be the filter) and it's hard to tell but it looks like there's some pretty harsh chromatic aberration around the bridge.
