Canon 20mm f/2.8 USM or 17-40mm f/4 L USM?

My widest lens now is 50mm f/1.8 II, so I want a ultra-wide lens so much,

Canon 20mm f/2.8 USM and 17-40mm f/4 L USM, what is better choice for ultra-wide lens?

(Tokina 16-28mm f/2.8 looks like a good choice too, but in my city I can't find any camera stores which can import that lens for me (+_+))

(I don't have enough money to buy Canon 16-35mm f/2.8 L II USM)

17-40 L hands down. If you want an ultrawide prime get a TS-E.

Got the 24-70 II, awesome. Love that its now lighter and doesn't have the lens creep of its predecessor.
