I have noticed that when I have to resize to print using photoshop CC using a canon profile for a Pixma Pro-1 printer, on A3 13X19 33X48 canon paper that resize does NOT take affect in the preview window, and when you print your picture will be off center.

But if I do the same resizing using the same profile printer and paper in Photoshop CS6 it works just fine, I think that there is a bug in PHOTOSHOP CC

Yep, software can have bugs.

Sit down and find a series of exact steps that you went through to get your bug, and then contact Adobe with them.

ie:

Steps to reproduce:
1. Launch CC
2. Open file
3. Select File > Print
4..

and then contact Adobe support with this. Programmers can't fix bugs they aren't aware of.
