Is this some sort of digital upscaling? It's not really going to give me 4 extra megapixels magically...I'm just curious as to why this option is here and not 30 or 40MP or even higher...

In theory upscaling and downscaling in the raw converter will give you slightly better quality than otherwise, but if you have to resize again to get to another size any tiny advantage will be lost. I usually convert directly from RAW to jpeg using Bridge. Professional wedding photographer, solution architect and general technical guy with multiple Amazon Web Services certifications.
