Am I expecting too much from the 100-400?

IMO it's not about the crop... yes it's a huge crop, trying to take a photo of that bird with that lens from that distance.

But the question is, what % crop is it? Is it 100%? Maybe it's more than 100%? It looks more than 100% but I am not sure. How much exactly is the question. Not knowing the camera (MP) it's not possible to calculate... not that I was going to anyway when you can just post it...

Also very important, and maybe I missed it, what were your parameters (shutter speed, ISO, etc.)?

People have posted 100% crops from the 100-400mm at 400mm that were far better than this. So I suspect this is more than 100%. At 100% it could be a shutter speed issue. I've used 100% or close to 100% crops from lenses that are not as good as the 100-400mm.

exif viewer shows it was a 5DIII 400mm, f6.3 1/1000 ISO 1000

You might have the IS on the wrong mode if you are using a monopod... but, to me it looks like maybe you missed the focus.
