Is it one of those clocks that receive a timer signal (analogue) like DFC or WWV.
BTW PLL is an "analogue" process where an oscillator is kept on frequency by checking phase shift and correcting on the basis of that (locking on the phase). It is already outdated where these days digital frequency synthesizers can be made far more accurately.
