Firstly, my apologies - I know how annoying this kind of question is, but I have seen a technique I would like to learn to do and I don't know its name. If I knew its name, I could google it, hopefully learn to do it and then at least be able to come back and show you some pictures rather than asking inane questions.

So... what should I look for to learn how to do the effect in the first picture in this link?

That looks like the lucisArt filter for photoshop. I'm sure it can be created without the plugin, but I don't know how to do it.

Are any of those plug ins freeware? Or is there another freeware plug in that'll do the job?
