I think that is too much money for that lens. For $300 you can get the EF 28-105mm f/3.5-4.5 II or the Tamron 28-75 f/2.8. Both are better lenses for your $300. The Canon 28-135mm f/3.5-5.6 IS is on par, or slightly better than, the lens you are looking at. It can be found for less than $300, has a better focal length range, and Image Stabilization.
Neither of the Canons is f/2.8, though. The Tamron doesn't have VC, but neither does the lens you are considering. I would pass on the Tokina. I've had the 28-135. I like the f/2.8 of the Tamron more than the range of the 28-135.
