Help me find a tripod/head for auto photography in the ~250 range

I read the FAQ and did some searches but still have questions. After reading everything I am almost more confused than I was in the start! I am 6'1 and the heaviest thing I'll be mounting is my 7d with grip and a 70-200 f4is. I mainly take pictures of cars and landscape, sometimes I help with my moms store and take a product photography (but not that often). I have looked at ball heads but my only concern is if I start wanting to take panning shots, I've really not taken any racing shots yet though. I had initially said I wanted to be within a $150 budget but after reading I feel that stepping it up to $250 will open a lot more possibilities. I'd still like to keep it less than that though. I've got a few ideas of what I was thinking of, but I'll not post those quite yet as I'm interested to see what everyone has to say.

Ball heads will typically have a little lock that will allow horizontal panning. Mine does at least...

In the image, there is a little flip-up level that will allow the whole ballhead to rotate around and stay even. It moves the little arrow marker along the tick marks that are painted on the bottom of the ballhead.

Yep, that ballhead is very similar to the one I posted. Very good option.

The Legs are manfrotto 055xprob or Flashpoint.
I switch to manfrotto because i hate 3 sections once I found out about 2 section legs.
