They are owned by a local rail company called Ontario Southland Railway. They have at least one more of them that is painted up in their colours, which is a red and white/beige. They operate in Southern Ontario. http://osrinc.ca/

It's a former Canadian National EMD FP9 built in 1958, the P designating is was originally built for passenger service. The main difference is that the passenger version was four feet longer to hold a steam generator and water.

The photo struck me too, don't see many EMD F unit engines still in service.....great shot.
