i don't Know how this reflection came to my Photo
the setup I have been used in sequence is:
1- lens : canon 17mm TS-E
2- LEE Filters Adapter Ring for Canon 17mm TS-E Lens

3- LEE Filters Foundation

4- LEE Filters 4x4" Circular Polarizer Glass Filter

5- LEE Filters 4 x 4" Big Stopper Filter

beside if i remove the big stopper the reflection is gone.

It looks to me like light falling on the front of the lens is being reflected by the big stopper back into the lens.

If you are shooting on a tripod, which I would assume you are with those filters on, then take a sheet of card in your free hand and hold it somewhere above the lens so it stops the light that is causing the flare from reaching your lens at all. So long as your lens is shaded there should be no flare, unless you are pointing it directly at the light source.

I think you also might want the polarizer on the outside. Otherwise you're "polarizing" light that's already been filtered by the Big Stopper. I used to stack B&W screw on filters to get the Big Stopper effect and always had my CPL outer most.

You must always put the Big Stopper closest to the lens, otherwise you get light leakage that shows up like that and causes that reflection.

So:
Lens
Adapter ring
Holder
Big Stopper
CPL

Agree with the above. After you get that sorted out, I'd also suggest you cover the viewfinder. Light can enter via the viewfinder and do some really weird things.

Don't ask how I know... :)
