If I was stacking a circular polarizer and an ND filter, does it matter if the polarizer is on the inside position or outside position of the filter holder?

Only reason my CPL goes on before the ND filters is because its kind of hard to screw a round CPL into a square filter holder but its very easy to screw a square filter holder onto the end of a round filter.
