That particular unit was in a consist, second or third engine back, when a locomotive in front of it had a turbo let go. When that happens out on the road and the consist is in a hard pull situation where the throttle cannot be reduced, about 500 gallons of hot oil gets pumped out the blown turbo. Goes right out the stack and up in the exhaust, then it rains down on everything from there back. Since it's very hot (scalding usually) it acts as a penetrate on the oil based paint and - the stains will be there like you see them until that unit is repainted.
