How do they do that? What happens?

My bad. Could of sworn he gave an update. He did say he was going to refund payment. If he's able to provide a refund, that means payment was cleared by PayPal and deemed legit.

If it wasn't cleared, no money was transferred to OP and there is nothing to refund.

No, you can refund a payment that hasn't cleared yet. It just cancels the money transfer on the buyer's side. For example, here's what PayPal says about refunding an uncleared echeck:

PayPal put a hold on that payment and I had to ship...yes, I had to ship even though I don't have the payment in my account. The only way those funds were released to me is by buyer leaving me feedback on eBay or it passed 30 days. I also had to provide tracking number.

BTW, I was a premier and verified account user with bank account and credit card linked. I also have over 1500 positive feedback and they still froze payment.

You did have the payment in your account. You just couldn't withdraw or spend it. And feedback may have released funds a couple years ago, but not any more. You need on-line proof of delivery, or you wait the full 21 days of the hold period.

I have seen it too, and it is too stupid a process. Selling on Amazon is much better, a much nicer experience. You sell, you receive unreleased funds until you provide shipping info, whether you use them for shipping (which have much cheaper rates than normal), or you provide your own tracking number. Then you can deposit the funds.... I have long since left Ebay and Paypal for things like this. I will still sell a few things privately and use paypal, but have moved more to Amazon.

You don't have to physically put the package into the shipping company's hands though, you just have to have a tracking number.

Yes, you still have your payment but its not available to you. I haven't sold expensive stuff on eBay for a long time so it must have changed. From what I remember, say you had $300 in your PayPal account and you sold an item that was $4000. That $300 would show up as your available balance but that $4000 won't show until its been released even though its in your account and shows up in your transaction history.

I stopped selling on eBay also because of the stupid increased fees and the double dipping that they were doing. Taking eBay fees and PayPal fees. Like you, I sell on Amazon when I can. I only sell on eBay only if I have no other choice or other way of selling items like cellphones.

The only reason I continue to use Ebay is for stuff like phones or bigger items where I come out ahead.

I got to use a 300 2.8L for an entire month and made $200. Best rental ever.... except I still don't have my money!

It sounds like you'll have your money after 30 days.

These are some of the reasons I avoid Paypal. They do whatever they think can save them some bucks.

Err it's just payment review when IP's and/or billing/shipping don't match or PayPal wants to investigate further. I get these notices all the time with many transactions with my business. I of course don't ship anything until it clears but it's usually cleared within few hours if not up to 24 hours.
