Is this a double halo or is the inner circle a halo and the outer circle a giant flare caused by pointed the lens directly at the sun?

One good thing to try in such a situation is to use your hand/fist to block the sun which will help you to see any other "effects". See this SITE (external link) for more info.

Hrm,

Interesting. I'm going to go with it's probably flare, on the CPL (by the way, I don't think the CPL works when pointed at the sun, it's specific in how it works to polarize which involves angles). I've used filters on an ultrawide that when they get a glare, it shows up on the photo even though it's close to the element. Just a guess.

Yes you are right.
This is a Double Halo.
Also know as "Sun dog", "parhelion" or nimbus, icebow or gloriole.
The phenomenon occurs when pin point light (Either sun or moon) passes through high sky ice crystals that are Hexagons.
Light breaks down in 22 degree angle by the prismatic action of ice crystal in atmosphere. Then it forms a ring about 22 degree away from the sun (Center) in the sky. If the visibility is good as you pictured, a second fainter ring forms that is registered at ~ 45 degree (If sun is the center). If the second ring is seen, it is concentric. This is a different phenomenon compare to Double Rainbow that occurs in an area opposite to sun.

You absolutely don't want to use a filter. But as suggested, you could place an opaque object where sun is located, just to have a better exposure (That you have done great as is without that need). This is not needed with moon that is less intense.

I went back through this set in LR and noticed this last pic. I think it confirms lens flare. Thanks for all the input!
