Need Help...really important to me :(

Okay so my Dad passed away seven years ago from brain and lung cancer... I was just wondering if anyone could play around with this picture of him and make the quality a bit better so I could blow it up to an 8 *10.....it is the most favourite picture I have of him and it would really mean a lot to me......please help

That really to small to work with. Was this a scan pic??? if it is try scanning with scanners maximum resolution or at lease 600dpi.

The image above will print a decent 8x10.
In photoshop, set the image size up right
View->Printsize.

It's still far too small to make a print from. What size is the original photo?

I've attached what I got after a quick play in PSPX which shows it's possible to recover the photo pretty well but in order to get something you can print from a high resolution scan is needed - say at least 3000 x 2400 pixels.
