I have been trying to round up outfits for both men and women surrounding the mid to late 1800's. I got the idea when I bought a storage unit that had a container of old photographs in it on very stiff cardboard placards. The outfits were pretty cool looking and I was inspired to try and replicate those photos. I've found plenty of models but no one has any outfits from that era. I tried Model Mayhem and even tried Craigslist but no one seems to have outfits close to those that they wore in the 1899's. Where should I go next? If I have to buy a couple outfits I might just do that. I can't find anywhere close to me that rents outfits like that either.

Any suggestions would be greatly appreciated...

Shampoo sounds like an unfortunate name for a hair product.
You're a ghost driving a meat-coated skeleton made from stardust, riding a rock, hurtling through space. Fear Nothing!

Where are you?

If your anywhere near civilization, there will be local theatre companies, and or college theatre, each with a costume dept.

No theater companies near me. I live in the sticks. The biggest town closest to me is about 30 miles and I don't think they have any theater type venues. There's a fairly big college here but I don't think they do any theater.

Have you tried a Search? I Googled "theater costume", and could choose from several possibilities. The was for "Theater Costume Supply" but there was also one for "theater costume rental":
