On my Mac, and probably everyone else's, the sequence for getting é or É is this: Press the option key and the E key simultaneously. Then press the E key alone. Option-E gives you an acute accent on whatever letter you press next. á Á ó Ó

The umlaut is tied to the U. Option-U followed by O produces ö. The tilde, of course, is on the N. ñ The cedilla is on the C. ç

Heh! On my PC, Alt-e opened up a browser menu and then pressing e opened up a new tab for Help!

Alt-E is not a Windows-wide shortcut but is local to the current program.

Win-E on the other hand is a Windows-specific shortcut that you could debate if Bill has been involved in.

Woodn't you like to know!

No - not intended for the blind. Intended for the touch-typists. Remember a situation where you do not look at the keyboard at all - and may not look at the written text on the monitor either for quite some time in case you are entering text from some other source.

Without the bumps on F and J, you can't know that you have returned your hands to the right spot after maybe made use of the numeric keypad or maybe turned a page in a book.
