I am trying to shoot some full body portraits which I want to extract to place in other backgrounds. I am new to this an looking for inexpensive/portable lighting setup to have the person look the best. I would like to do this outdoors on location if possible. Your help is greatly appreciated!

If you want to extract to place in other backgrounds its much much much easier if you use a plain background, green screen or white work well. You want the light to match the scene that you are trying to drop it into so its hard to be specific about best lighting. One setup that is used often for that work is the 3 light sports portrait setup. One key light in the front and two kicker lights one to each side providing rim light, most often using strip softboxes.
