If steroids are illegal for athletes, should PS be illegal for models?

I'm going to print it 13x16 and see if it's usable. It's not that it was so windy, but I think it moved from the wind from the time I focused to when I hit the shutter, as my ss was 1/1000th. If steroids are illegal for athletes, should PS be illegal for models?
