Are you sure about that? I don't have any recent sales to check against in my history, but eBay defines the total sale amount as -

The total amount of the sale is the final price of the item, shipping charges, and any other amounts you may charge the buyer. Sales tax is not included.

AFAIK, the final value, w/r/t the Final Value Fee, may be slightly different in that it doesn't always include upgraded shipping options chosen by the buyer, but this has no impact on the total amount of the sale.

Not sure then. What you quoted could also be what they consider to be the amount the ebay fees are based on, and may not be towards a selling limit.

If I have a selling limit of $5k, and I sell something that the bidding goes over my $5k limit, what does ebay do?

So many errors in this listing! The original list price for this lens was $89,000. Canon owned more than 2, there was one for each of it's offices worldwide (according to a Canon rep I spoke with back in the 90's). And, $30 for shipping??? I can barely send a normal sized box 2 states over for that! Good luck selling this one!

No. What I quoted was the Total Sale Amount, what they base fees on is the Final Value. FV is typically the same as the TSA, unless the buyer opts for upgraded shipping, in which case the the FV = Item Price + Standard shipping charge (IOW, the seller doesn't get charged extra because the buyer chose upgraded shipping). The exceptions are that in most Asian countries FV = TSA regardless of what shipping option the customer chooses.

No idea. eBay/PayPal does a whole bunch of smarmy, and often illegal, stuff. Maybe they hold the funds in excess of $5k and dole it out at a rate of $5k/month. Maybe they make you upgrade your seller account. I dunno.
