Again, unedited JPEG except for cropping / straightening on iPad.

When I get back home, I'll try to darken the silhouettes a bit without touching anything else.

If one divides photography into two type of shots: documentary and art, as far as the art perspective, it fulfills the need to have something in the foreground to make it different from a zillion other sunsets. But those objects in the foreground do not have a unitary association. They're all doing their own thing. That rules out art shot, which leaves doc shot. The problem here is that this could be a beach anywhere. It could find a suitable place in a photo-essay perhaps. On its own, not so much.

It might be worth removing the two foreground figures who are ignoring the fine sunset.

Actually, to me they are an intrinsic part of the photo - people and the beach, some are enjoying the sunset, some are playing lacrosse, all are relaxing and putting their everyday worries aside for that one gorgeous evening. To me this is more about the beach than the sunset.

If the scene is more about the beach, try cropping to 16x9 so that the beach takes up more space than the sky. That will have the effect of moving the beach closer to the foreground and diminishing the impact of the sky/sunset.
