The single most important part of that look is simply a desaturation of about 50%.

Unsharp masking with a bigger radius, which works like a "local contrast" enhancer.

Composites, some high pass, some unsharp, some D&B, some desaturation and the right lighting .... basically

Duplicate the layer, desaturate the new layer, change the blend mode to soft light (or overlay) and adjust opacity to taste. That'll get you started.

In Lightroom, crank the Clarity slider up to about +80. Probably some moderately increased Contrast, slightly increased Vibrance and greatly decreased Saturation, too.
