The birds usually gather on one stretch of beach and I simply sit down some 30 feet away and slowly scrunch my butt closer to them as they get use to my presence. Working @12-15 feet away with a Canon G-12 mostly at sand level or just above shooting with zoom.   Photos from Bird Land Gallery
