He was probably wearing the gear so he would't get shot by one of the Ferguson cops. They arrested several reporters who were just sitting in a mcdonalds recharging equipment and using the wi-fi. They need to fire the whole department and start over. They need to fire the whole department and start over. Sadly from what I've been reading that's true. I know a couple of cops and they'd never in a million years act the way those Ferguson cops have.
