Question about the HSS… I assume it pulses in HSS mode similar to a speed light? Does it retain more power beyond sync speed than say, hyper-syncing a conventional strobe?

I think so as well. In high-speed mode the RoveLight supposedly changes from IGBT to voltage-controlled so it can have a longer burn duration for hypersync.

I look at things this way when I meter with HSS all I do is meter for ambient and understop a stop or less (depends on the scene) and I already know that my power is going to be half to full power and about 5 ft from my subject with a double diffused PCB 47" octa depending if they are in direct light or shade.

When shooting HSS its like metering for natty light just already knowing your modifier and how it acts at a certain power and distance if that makes any sense;) lol

That's what I kind of what felt. Being new to HSS there is no clear number I believe? You have to play with distance and modifier type. Trial and error get to know your gear like you.

My camera only goes to 1/4000 is this enough for most situations? I do have a ND filter to. Gets complicated adding both
