i like it alot! i like how its almost black & white but the lights remain red. was that intentional or is it just the lighting?

The picture itself does contain color, I just cropped and played with photoshop to get the desired effect... glad you like it
here is the original photo , it's nothing special so this was my try to save it.

Sorry, should have also said that I really like the effect. It appears to be selective colouring - which I am not always in favour of, but this works very well. I like the way the trail of lights draw the eye into the picture.
