Don't use the circular brush tool to blur, or to erase the top layer, it's too clumsy... Clear cut the bird from the background, make it a separate layer, apply blur to the lower image and drop the bird back on top...

Every Canon I've owned has needed a bit of +EC and my 7DII is no exception to that, in fact most of the time my 7DII is set to +2/3 EC. I'd be surprised if the one you have is very different.
Of course, how the camera behaves depends a lot on how you operate it. If you point it at predominantly light stuff it will try to underexpose and the reverse is true if you point it at mostly dark stuff. Check you EC settings and adjust to taste.

For example, both these are jpegs straight from camera, both are at +2/3 EC, manual with auto ISO , no blown white neck feathers on the first one, no recoverable detail in the whites of the neck in the second. Exact same subject just different backgrounds

Whether you blow the highlights or not will depend on the brightness range of the scene you are capturing. If the scene has high contrast, some of the highlights will blow. This may matter, or may not matter. If you are shooting a bird backlit by a white sky, the blown sky might not matter. But if the subject is a white bird against a darker background, you will want to reduce expose to retain detail in the bird.

If the scene is drab and all parts have about the same brightness, nothing should blow out, and in fact you might want to increase the exposure ("expose to the right") for best results.

No doubt cameras will vary a bit in exposure, but I doubt by much. If low contrast scenes look OK, then your body is probably fine.

If you go to the link I posted, and click at the top "learn more', it states that they are now offering it for free, and that anyone who purchased it in 2016 will receive a refund.

There is, however, speculation that this signals the end of Nik (no more upgrades or support), but it should work fine for now anyway ?

Although I owned Nik Dfine noise reduction and used it with all my images never bothered to buy the other plug ins and it is now free I downloaded it with my LR.
And here I played for 1 image lol :) just for fun.
