I was wondering if the 20% off a refurb camera when you give Canon a serial number from a non-working camera is still going on and if so, can it be any junk Canon camera like a point and shoot or does it have to qualify by some other criteria?
I've heard differing opinions.

It can be any Canon camera. I've read accounts of some people picking up an old non-working P&S at a yard sale for $1 and using that for CLP.

It is true, I have done it and I know others who have, with no issues or questions.

I gave Canon an old film Rebel that I had laying around in a drawer and in return got a very clean refurb 60D.

Scour eBay, Goodwill or Craigslist for broken cameras. There are lots of products out there to be found for $5.

I learned recently that lens do not qualify unless you buy a camera with it.

This is incorrect; the list you're linking are just refurbished cameras. These are not the cameras that are available in the CLP.
