smooth misty seawave at noon what ND?

Hi,
I am in general a professional wedding photographer.

smooth misty seawave at noon sun, what ND filter is enough to get the effect?
I tried it ISO 100, f/22 with HOYA vari-ND filter set to max but is only getting 1.3sec SS.

Fullframe 5d3 with 24LII.

Scott,

If I'm not mistaken, that Hoya Variable ND filter has stops in the range of 1.5 stops to 9 stops. For your case if you are getting only 1.3 sec of SS at the max setting, I'm assuming that you were trying to shoot the scene in bright sunlight? Perhaps you can try to stack your vari-ND with a 4 or 5 stop filter if you are shooting in bright sunlight? I am 100% sure how it would turn out however, as I generally try to shoot seascapes in the mornings or late afternoon / evenings. Unless there is significant cloud cover on any particular day, in which case the light should be gentle enough to shoot at any time of day.

You can try stacking a CPL and lowering ISO to 50.
