"Milky effect"

that's my term for it. I see alot of photos with a hazy milky effect over them which gives them a dream like quality (to my eye) I'm assuming it's something in Lightroom that does it but I dont really know, as I dont have Lightroom. Can anyone tell me how it's achieved?

Now and then I will see it in an image and think it fits but most of the time I find it distracting and taking the focus away from the subject. But to each their own, do what makes you happy.

Let me add one thing. Not only do you not have to use it, but you don't even have to look at the images! You can just pass them by! And that produces the best gift of all: if (to you) the images don't exist, that frees you from the burden of commenting about them!

i guess it's used primarily for landscape then?

I remember times when using filters meant you didn't know what you were doing. now we generate fog. progress, yey!
