We can't tell who the people are, so there's no reason that you couldn't sell it.

When I've listed on iStock and Shutterstock in the past, they've required releases for shots like this. But I can always sell my own prints, I guess. :)

I like the placing of the people as it adds scale. For me the wakes bottom right seem very razor sharp rather than watery foam. Perhaps just me.

Try underexposing a little. I think it makes for the best sunset shots. Also cloudy white balance usually looks good.
