browse/use photos from PC on ipad

My wife has pretty much migrated to the iPad for 99.9% of her computing. She has some pretty nifty scrapbooking and editing apps and she wants to be able to easily browse and use photos from our Win 7 PC. I know she could go to the PC and sync the few dozen at a time she wants into her iCloud and then get them that way. But she would prefer to just be able to get them from iPad directly. Any easy ways to do this? I don't mind paying a reasonable amount for a solution. Ipad is an ipad "4" retina with ios 8.

I do have images on a backup USB drive, too, but I doubt there is an easy way to hook a USB drive to an iPad.

download itune on your pc, after installing plug in your ipad, and it will recognize your ipad. afterward you'll be able to sync photos. you can select the folder in PC where you want the pictures synced (sent) to your ipad. this way it goes directly to the ipad without icloud

Just to follow up on my solution, I ended up using a cloud backup service that solved this problem for me. I opened up an account with idrive to use for backup/sharing. It backs up my PC, phones and tablets and I can browse and download the files from any device on any other device. It's working well and kills two birds with one stone by giving me backup AND ipad sharing. $60 year for 1TB and I've been impressed with them if anyone else is interested in something similar.

I use a 2T external hard drive from western digital. I believe it's called mybook live. They have a iPhone and iPad app that's fairly easy to use. It plugs directly into your router and gives you remote access as long as your connected to the Internet.

Dropbox will do what you want but for most apps on an iPad you'll have to export from DB into Photos. Best thing is it's free.
