The new laptop I will be ordering today only has an HDMI out, I found a few converters to VGA but got the ok from the wife to look at a new monitor as well.

I use Acer monitors at work (not photography related) so I started there and found these.

Any other suggestion in the not to exceed $250 range

I like Dell monitors. the 24" P model could be found for around $240 these days, and is an excellent monitor. The cheapest I found was actually on Amazon. Check it out.

At 27 inches I find full hd to be a little bit lacking in resolution for how close you are going to be sitting to it. At that price range I would be looking at 1080p 24 inch options such as the ASUS PA248Q or the dell that was previously mentioned.
