I have a lens for sale on eBay and someone from Romania has inquired about shipping there.

The guy has an eBay account since 2012, with 44 transactions over this period, all but one purchases, 100% feedback.

OTOH Romania is a well known scammers paradise, almost like Nigeria.

Would you sell to this guy ?

Sure why not, if he is going to pay you in full via paypal just make sure is a verified account and ship only to that address, use something like ups/dhl/fedex where a signature is requiered. And who care how much is going to cost shipping he is going to pay for it.

Take a careful look at the paypal's seller protection policy; there may be caveats/small print especially if you are selling goods overseas. And keep in mind that Paypal can't do anything if there is a chargeback. I learned that the hard way.

But no, if I were to go the ebay route for anything, CONUS only for me.

Nope - Spending $$ to ship something of value to someone who will not be paying for it is never a good deal.
Would rather sell for a few dollars less and be paid than sell to someone who has a likelihood of leaving me without $$

Depends.... What is the item and any chances that you won't get buyers for your set price? Usually, what kills you in shipping oversea is the shipping cost. You need to ship using medium size box priority mail international to get tracking. Is not cheap. And the only tracking you get with normal mail or priority mail international is the tracking on your custom form. However, once the item left the US, you get no more tracking information. If the seller claims that the item hasn't arrived, you can't prove it is delivered.

Not in 1,000,000 years! There is no way to get signature confirmation shipping there and all he has to do is claim he never received it and paypal will give all of his money back. Not worth the risk in my opinion.

I grew up in Hungary (western neighbor of Romania).

I wouldn't do it either. I know there are many honest photographers in Romania and but also lots of scammers too. I wouldn't risk it.
