How can I create a watermark as a layer in Photoshop?

I want to create a watermark as a layer in Photoshop, as I want it to be within a fixed distance(height & width) from the photo's border. How can I do that and is it possible to save this layer for future works?

That's ok, but I've done all the work already in my action, and it's more reliable. Trust me

More reliable?

It doesn't need all that guff about the black box for a rectangular watermark, and it doesn't rely on nudging with the arrow keys for positioning. It's MUCH more precise.
