How can I improve these? I have tried ISO 3500-6400 white balance up and down but they always come out grainy

What mode are you shooting in? Aperture priority, shutter speed priority, one of the auto modes or full manual? Other than ISO, what are the aperture and shutter speed for those photos?

What camera, lens? Do you shoot RAW? You should, you can often get more out of the image.
Difficult lighting. Your second image doesn't look too bad - a bit of PP work could make it pop a bit more.

any camera, even the best, will have noticeable grain at those iso levels. Obviously the lower end bodies dont handle the noise so well, so if the noise is what you are worried about you just sometimes have to deal with it and make the best of it.

For sports its hard because you can lower the iso for less noise but if you dont change the shutter speed the image will be too dark and if you lower the shutter speed to compensate lowering the iso, the image will have some motion blur

the second image seems to be exposed nicely, id just stick with those settings and maybe add a touch of NR

I shoot some swimming (definitely not a pro) but would probably shoot these in RAW at f/2.8 and 1/500s then crank up the ISO to whatever is required to get the proper exposure. If the lighting is really horrible and I needed > ISO 8000 with my Nikon D700 I'd just put my gear away and watch the game. With a newer camera like a D810 or D750 (sorry, I only know Noink these days) I could go beyond ISO 8000.

If the lighting is really good and at 1/500s I can stay below ISO 3200 I'll stop down my Nikon 70-200 to f/3.2 to improve sharpness a tad.

The first image you posted looks about 1 1/2 stops under-exposed to me. If you shot this one at f/2.8, 1/400s and ISO 3500 I think you would have got a better result at f/2.8, 1/500s and ~ISO 11,000.

The second image is a lot closer exposure wise (maybe 1/2 stop under-exposed), except 1/250s isn't fast enough for action shots ... although ok when everyone is still. If you shot this one at f/3.2, 1/250s and ISO 6400 to get a properly exposed image at f/2.8 and 1/500s you'd need something like ISO 16,000.

Looks to me that the rink has really poor lighting. By shooting RAW and with a bit of post processing you'd be able to get a usable result if you nave a new'ish camera. You should get the best result by getting as close to the correct exposure as possible rather than under-exposing and trying to correct in post.
