I've started to like landscape and now i want to look for filter set as below:

All is LEE
Holder + ring WA 77mm
0.9 soft GND
0.9 hard GND
0.9 reverse Singh ray
Little Stop 6 stops
Note: my budget only cover set above
i owned BW KSM CPL nano already

I shoot:
Sunrise/sunset
mountain/sea-sky

i need your suggestion about set above, is it right for starter. tks in advance

I'd make one of those choices a .6 probably the hard line.
The lee digital kit has holder a 0.6 hard grad and glass nd 0.6 solid.
A cpl may help with landscapes if it's compatible with a slide set, handholding a slide is an option but can lead to scratches on your slides.

I have pretty much the same setup. 0.9's for everything: soft, hard, reverse, solid ND. However, I personally find Singh Ray to be grossly overpriced. I am very happy with my Hitech reverse GND which cost a lot less than the equivalent Singh Ray. I also use a Haida screw-in 10 stop filter, which has proven itself to be extremely good quality. Haida now offer square filters, so I'd recommend looking at those instead of the Lee little stopper.

I think you would get more variation out of mixed filter strengths, especially useful if you ever stack filter slides in a holder.
As for the little and big stopper it depends on whether you want the maximum shutter speed possible. I have the big stopper, it is incredibly strong more than the quoted ten stops, at least my copy is. It has foam edges around the back side of it to block any unwanted light transmission through the side of the filter, this is something of a problem for strong Nd slide filters, screw in types give you a strong light proof seal but then they add complications in terms of shot composure.
Every type of filter set up has strengths and weakenesses its just working out what is best for you.

I use the following (all Lee) -

4x4 CPL
3 stop soft GND
Big Stopper

Currently selling a 3 stop hard GND as the soft is more versatile
Currently selling a 3 stop reverse GND as it had a colour cast (hitech)
Looking to add a little stopper soon

I dont think you need much more than that. I would definitely consider a 4x4 CPL if I was you. I use it for 99% of my landscape shots

I would say dont bother with any GNDs apart from a 3 stop GND (or multiple 3 stop GNDs). IMHO 2 stop and 1 stop GNDs are a waste of money. Ive shot hundreds of landscapes with either one 3 stop or stacked 3 stop filters and never once wished I had a 2 or a 1 stop with me.

B+W filters are great. I used to have a 77mm CPL. Only issue if you are also using LEe filters is vignetting depending on how wide a lens you are using. If the CPL is already on there then you add the filter holder it may be an issue. I like the 4x4 CPL as it slots in and out quickly with the other filters. For a year or so I was mainly using the Hard edge for seascapes. I recently realized I prefer using the soft edge. Gives the same ND power but less chance of seeing the transition. Sometimes you can notice the hard transition if the horizon doesnt span the entire photo

I own the big stopper and plan on adding the little stopper soon. If the little stopper had been out when I bought Lee filters I would have probably bought that one first. 10 stops is too long normally for me at sunset/sunrise. Its good during the day though. 6 stops may be more versatile

You can use a GND with a reverse gnd but they sort of create a full ND on the top half of your photo as the gradients are opposite. You can stack little/big stoppers with gnds.

I personally go with 3 and 10 rather than 6. I like a little motion texture, hence the reason for 3. if I need a little more than 3, I can do via lightroom or use the 4x4cpl.

OP one thing to remember is that the 3 stop GND can be used as a 3 stop ND. The filter is 6x4 so you just cover the lens with the dark half and its effectively a 3 stop ND. Yes there is graduation in the dark bit but you won't notice it in the shot as the lighter side of the dark bit will be in the sky anyway
