I tried to upload (browse) a photo and it says" ie9 and older not supported?????????????​?Do I need a new puter.........??????He​lp

You can download other browsers for free. I recommend Chrome.

Other good choice is

Those will install on very old machines as well

I would not recommend using old Internet Explorers, they are not fixed for current security issues that arise in the internet.
