There are usually multiple Herons at this location, but this was something special. They are standing on a wall between two outlets to the lake behind the dam. The Corp of Engineers controls the lake level by opening the outlets, and when they are open a lot of fish come through with the water. This is where we find Eagles as well, for the same reason.
