Weird glares with sigma 10-20mm

Not sure why. Maybe it's because it's my first time using an aspherical lens. Getting weird glares with night shots. Can't tell on the original. But when you zoom in it looks like little bokeh bubbles. Settings were 8sec at f/11 and iso100

Also the plastic part on the end of the lens has a chip out of it. Wasn't dropped just hit on the tripod. Wondering if that has to do with the glares.

It wouldn't hurt to remove the dust for the lens. Might not be the cause, but it might contribute to it with a strong light source in the photo.

It's not the dust I always make sure before I shoot that the glass is spotless

Around where it says fox. Like red orbs. Not too noticeable. Maybe they're normal but idk

I've never noticed anything like that with mine. Have you tried to cover
the exposed edge of the glass, with a piece of tape that will not let light
thru, so see if it may be light leaking in from the side that may be adding
to the effect?

Is it possible this is simply from the sign lighting up smog or fog? Looks similar to reflections off of clouds or fog.
