your camera wants better glass, specifically an L lens.

:P

there is a sliding lock button under the back wheel, slide to unlock.

half press the shutter release, and your camera will meter the scene and set a shutter speed. Now rotate our dial and your exposure compensation will change.
Don't know why you have to meter the scene first, but the exposure comp setting will remain until you change it again

Slide the LOCK button on the back to the LEFT towards LOCK. I had not tried this and when I did my 6D acted just as yours is acting. I moved the lock button as stated above and exp comp works fine.

Ed

ETA... Exp comp is LOCKed when the slide is in the right-position...UNLOCKED when it is nearest to the arrow (left-position).

Try sliding THIS lock switch to the off position. Taken from p. 47 of the Canon 6D manual.

If that doesn't work, then your camera is broken.

Somewhere in the menus you have the ability to select what the LOCK> switch locks. I keep mine set to: none of the above. The switch position is irrelevant if you don't allow it to do anything.
