My old desktop had elements 6 installed and it kept me happy. I upgraded to a nice all-in-one pc with windows 8.1, 64 bit, tons of ram and storage...cool deal right?
I've now spent the last day and a half trying to get elements 13 to install and it just plain won't!
Adobe has escalated the claim and I will hear back in 24hrs.
Until then, has anyone experienced similar?

Have you tried the Adobe Uninstaller? Adobe programs like to leave a lot of hooks in your OS, it can help to do a more complete uninstall than the option in Add/Remove programs.

I have the same OS and Elements 12 and have no problems at all. Are you installing from a DVD?

It's not possible for a piece of inanimate software to hate anything. Only people can hate things. It might help to give more details as to what is happening such as error message.

I hate typing on a tablet keyboard:-)

Have you been through the Adobe troubleshooter?

What errors are you seeing?

I also wondered if installing from a disk would be the answer...

I can download the installation software fine.

When I extract it with 7zip I get a ton of broken file errors.
When I use the supplied extractor, it says its not compatible and check with manufacturer for compatible version.

Obviously trying the extracted exe is a no go. I get an initialization error and recommends getting adobe manager software which is discontinued.

I've tried using the cc cleaner, I've done remote desktop with adobe, I've tried installing in safe mode, full admin mode, reinstalled windows, everything!
