Assuming a Photoshop product:
Use the Ellipse selection tool, with the feathering set very high. I used 50 pixels for your shot. You would need to use more for a non-reduced shot. Select the face (or whatever area you want to remain light), then invert the selection. Ctrl+C Ctrl+V to paste a new layer. The new layer should have a very soft edge hole in it where the selection was. Then just adjust the contrast and brightness of the layer. Alternately, you could set the layer blend mode to Multiply and adjust it's opacity.
If it is too dark in areas you want light, just use the erase tool, with hardness set to zero and opacity about 20%, and use that to brush away the inadvertent dark areas to reveal the light below.
