Over Ear cover the ear without touching it (think of "cans" over your ears) In Ear are the "earbud" style of phones that come with most phones. Whether or not they block outside noise depends on whether or not they have an open or closed design. For example, I have a pair of Bose IE2 that are an open backed, in ear phone. I can still clearly hear whats going on around me with them in my ears. CD, check out HeadFi and InnerFidelity. Those sites should be able to help you find a good pair of noise canceling phones.

I use a long discontinued Nokia 905 that I use on the train. Active noise cancellation effectiveness is very dependent on frequency ranges. I doubt that anyone could recommend a set that would be sure to work in your environment. When mine die (not for a long time I hope), I'll look at something like the Sennheiser MM 550-X. This is definitely a category where you want to buy from somebody with a good return policy.
