Last April I know the higher elevations got some snow, but right now I would think the roads are pretty empty.

It's hard to say. Unfortunately Yosemite Falls really means nothing to Horsetail. I've seen Yosemite Falls flowing hard and Horsetail during nothing during the melting time. Not to mention there isn't much snow in the high country to begin with, sadly.
