The favicon looks fine in my browser as well as the direct icon image link.
It have happened in my own web site, and was more a problem with the browser cache than a server problem.
Clearing the cache helps.
I do not like clearing my browser's cache completely so, in firefox I learned to select a specific site in history (photography-on-the.net in this case), right click it and select 'Forget About This Site'. You will be logged out, but the favicon may appear again (I hope) and you can loggin again too :)
You will need to find equivalent actions for other browsers, I can not help on that.

True - I can see it in Firefox and IE, but not Chrome. Strange... happening on my work and home Chrome web browsers.

Strange... I'll poke into why some time and post if I find a solution. When I go to the URL of the favicon in my web browser I just see a white box.

The solution seems to be changing my bookmark from "https://photography-on-the.net/forum/" to "http://www.photography-on-the.net/forum/"
