Help understanding the wording in Canon rebate offer

I'm trying to buy an EF lens with $100 mail in rebate. I saw the following lines in the rebate form.

(Limit 1 Claim per eligible product per household, except for residents of Rhode Island – Claim form may include separate purchases
of different eligible products.)

Being from Rhode Island, does that mean that I'm not eligible to receive a rebate.

Or does that mean I'm eligible for more than one rebate.

Since the terms at the bottom, assuming I'm reading the same rebate, say that it's valid in all 50 states, I would assume it means you could submit a rebate per item, instead of only 1 per product. So if you bought 2 of the same lens, you could submit 2 rebates.

The previous poster is correct, you can submit one rebate claim per item. This means you can buy two different lenses, or a lens and a camera, and get a mail-in rebate on both. What you can't do is buy two of the same item, or buy two printer bundles, during the same rebate period. Rebate periods come and go every month or two months, and are identified by the promotion id; if it's a new promotion id, you can fully participate again.

All your rebate claims can be on the same form, so there's no need to mail in 3 forms if you're buying 3 different lenses.

Rhode Island has anti-rebate legislation which forbids these per-item limits, so rebates can be done an unlimited number of times in that state.
