I bought this camera used and the problem didn't start happening until the starting venturing into Manual and TV Mode.

Like for example i was trying to take a picture of some trees and when i looked to see the picture the camera had ERR 99 on it and it didn't sound like the shutter opened and closed all the way.

And today i got some ND filters and was trying to take a picture of the sky to get some blurry clouds and i put it on a 30 second shutter because i was using a 4 stop and around 10 seconds in the shutter went back down and i got ERR 99 again. and i was using f27 to try and get a full picture i even tried to lower it a bit to see if that helped and it didn't and i was using an iso of 100.

Does anyone know whats causing this?
Thanks

Which lens are you using? Can you try another lens?

Err 99 is somewhat generic and applies to quite a list of potential issues. Very often it is blamed on poor communication between the lens and camera body. I would suggest you go to http://www.lensrentals.com …error-99-the-man-the-myth (external link) and then read through all 6 pages, then go to the sequence of diagnostics on pages 5 & 6 and see what can be learned. Yes, communication between lens and body can be an issue, but so can a weak (although indicting a full charge) battery. And that battery is potentially old when dealing with a 10D!
